The list should identify the original prefix (the block originally held by the transferor) and each subdivided prefix (each partial block derived from that original block) transferred under this policy and the date each prefix was transferred.

This doesn't necessarily require that the actual prefixes be exposed - in fact, it would be more useful to have summarized information rather than individual prefix details in this report. Second, I agree that the community needs something like a "who-was" service. Together, I think these achieve what your recommendation describes.

I believe that people who run routers might prefer to be able to exclude routes based on a first-come-first-serve basis when their routers start running out of memory. While the aggregated data can help with the policy part, policy alone is not the only concern as transfers become more common.

The ability to do so requires exposure of the individual prefixes.

You are correct that all of the data I want published is already published, but, correlating it requires:

1.	A lot of additional workload on ARIN's whois servers
2.	Subscription to the daily address allocation feed (Are transfers published in that?)
3.	ARIN actually implementing the who-was service that they agreed should be made
available some time ago, but, which continues to go unimplemented.

As such, I believe that this list is valuable as suggested and relatively trivial for ARIN to implement.
