Or that:

A) The staff interpretation is that "a single aggregate" applies only to 
the phrase prior ("can demonstrate the need for such resources"), or

B) There were actually multiple transfers, one after the other, of each 
CIDR block

Personally I think "A" is what happened, that the NRPM is totally 
unclear on this point, that the NRPM also fails to define "aggregate" in 
a way that necessarily means "single CIDR block", and that none of it 
matters because "B" is possible.

I have submitted a policy proposal to address this.
