if the above statement is accurate, and if the reason for such
unpalatability is that some legacy holders want to be able to monetize
their holdership by transferring resources to parties who do not qualify
because they do not have demonstrated need, then how should the rest of the
community respond?  options include:

1. continue using a community driven transparent consensus based bottom up
policy development process in which case those legacy holders who do not
like the resulting policies will try to work around them;

2. stop using a community driven transparent consensus based bottom up
policy development process because some legacy holders do not find the
resulting policies palatable.
