[arin-ppml] Clarification Re: Microsoft receives court approval for transfer as agreed with ARIN

I wanted to also clarify my comments below, which were to point out the grounds upon which Industry Canada originally objected (on behalf of Nortel). Based on the revised MS/ARIN agreement, IC/Nortel did withdraw their objection.

However it was the basis of the original filing that I was commenting on - the core item related to IP addresses as property.
