I support  ARIN-2011-6.

In addition:    I strongly maintain that ARIN should not expend
efforts to return
any addresses to IANA, unless the "waiting list" is empty, and  unallocated IP
addresses in ARIN's pool of available addresses exceeds a 12 month supply,
based on ARIN's allocation trends  and ARIN's justified need for IP addresses
 at the time.

ARIN should return IP addresses to IANA based on the same criteria that
a LIR would be expected to return IP addresses to their RIR.


There would be no sense in ARIN returning any IP addresses to IANA,
if ARIN will soon need to ask for those IP addresses or would soon need
to ask IANA for more IP addresses.
