Very good point, my apologies for not including that - you are
absolutely correct that a petition could move other text forward. I am
not sure exactly which text would be eligible though (the original
text, one of the revisions to the proposal, the original draft text,
the revised draft text presented at the meeting, etc).

The status of the three global proposals for the IANA to reallocate
space are as follows:
GPP-IPv4-2009 (the first one) - Adopted in all five regions, different
text adopted in ARIN, abandoned by the ASO AC (could be resurrected if
all four other regions changed their text to match ARINs or if ARIN
changed our text to match theirs, either of these options would
require a new policy proposal in the affected region(s) I believe)
GPP-IPv4-2010 (the second) - Adopted in ARIN, under discussion in
LACNIC and AfriNIC, withdrawn from RIPE, abandoned in APNIC (there is
VERY little possibility of this ever becoming global policy without
re-submission in all of the other four regions)
GPP-IPv4-2011 (the new one) - Moving forward in APNIC, on docket in
ARIN, to be discussed in the other three regions (this has the highest
likelyhood of becoming a global policy, if we adopt it unchanged here
in ARIN)
