[arin-ppml] ARIN-2011-5: Shared Transition Space for IPv4 Address Extension - Last Call

There was actually a strong contingent at the IETF that opposed the draft
based on the fact that this was at heart an address policy discussion and
the IETF was the WRONG venue for this draft. They claimed the correct
venue for this policy was the RIRs and not the IETF.

I don't have cycles to debate the politics around which RIR should bear
the responsibility of instituting the policy, but since I live in America
ARIN is the only RIR I am concerned with implementing it.
