But, that is why there is a transfer policy.  If people choose to offer
their addresses for a consideration, then there is an avenue to do so
and those addresses will remain in ARIN region. But,

If policy exists to return them to ARIN for return to and subsequent
redistribution by IANA, then that choice should be open to them.

Such a IANA return and redistribution policy would have to be in place
and honestly I wish it were, but alas, everyone seems to want the whole
enchilata instead of a piece.
