Can you characterize that? I think that this opinion is more related
to technicality than intent.

I too believe that the majority of the community does not want
addresses stranded at the IANA. Period. They also don't want to buy
back addresses that were once in our possession. OTOH, if we don't
return addresses to the IANA, that's not an issue for the ARIN region.
