This is the hard one to enforce....
Let's say you (an applicant) have a multi-national ISP, structured as
one organization,
who has a presence in both Asia and North America. And that you would need IP
addresses for the Asian network.

Whose to say you don't come up with a network design that involves
"moving" or "transferring" IPs currently used in
North American region;  obtained from ARIN previously,  or
Legacy/other resources...

and applying for new resources to use in North American region,  while
renumbering the North American network out
of resources,  in order to transfer those resources to Asia, where the
IP shortfall is.

A little bit after the applicant gets resources,  they review, and
change their plan,
to use most of the freshly obtained resources in Asia instead (or
alternately, they
sell/trade resources previously obtained through the other RIR).


(Or if they're sneaky/evil, they just lied about where they intended
to use IPs in the first place)
Either way,  there are some networks that can probably use ARIN to
offset their need for IPs in Asia.....
