[arin-ppml] Portability of demand

ARIN isn't allowed to process requests from other regions from my
understanding of it's charter.

That does not mean that there won't be an orgy of falsification
of applications, now.

Let me ask you this, if an Asian company moved it's headquarters to
the Cayman Islands or the Bahamas, like US Companies do to dodge
taxes, do you think it should be allowed to request IP from
ARIN?  It's an interesting question, I wonder what John would say.
