I agree that this language needs to be improved.  The intent of the text is to allow updates, but show deference to historical registries if there are records conflicts for an earlier time period.  To put it another way, an "Original Allocation Record" has more weight than "Records Maintained on Behalf of the IANA" in the event that each record shows a different holder for the same period of time.  On the other hand, the "Original Allocation Record" may be relevant for an older time period but the chain of custody can be updated by subsequent records.

During the petition process, it seems to me that the text needs to be frozen. (Otherwise, I might instead submit a new policy proposal.)  But once the petition is complete, assuming it is successful, I plan to revise the text so that it more clearly reflects the intent described above.  Any specific suggestions on language and text are welcome.
