allocation records will take precedence.  That would seem
to say that *even in the face of a legitimate acquisition,
merger, or RIR-approved transfer* the original allocation
document would take precedence, rendering the subsequent
transaction void.

I don't think you're going to find much community support
for a policy that says even in the face of legitimately documented
changes of ownership, the control of the block would still
be determined by the original allocation record.  :/  Can you
perhaps re-write or clarify those sections to better indicate
what you might actually be intending?
