[arin-ppml] ARIN-prop-139 No reassignment without network service

Transfers are not what is meant by reassignment. Reassignment is intended to
mean assigning space you received from ARIN or hold as a legacy holder to your
customers.

The difference in this policy is that we clarify that the intent is your network service
customers and not just customers that may be buying only IP address services
from you.
