[arin-ppml] ARIN-prop-139 No reassignment without network service

Correct, which is the only reason I care about this proposed change.  I 
anticipate needing to reassign IPv4 space frequently over the next few 
years.  I can handle this just with routing changes via letter of 
authorization with most carriers, but that will slow things down, look 
odd for anyone checking into the netblock, and may cause some ISPs to 
refuse to announce the routes.
