As I pointed out off-list then this policy is irrelevant, as either it is for IPv4 space (which ARIN soon won't be able to give you anyway) or IPv6 space (which ARIN gave you enough of the first time that you don't need more)

Ok, so I throw up a tunnel for an hour and then they can take it wherever they want?

Maybe the policy should be written so that it isn't so open to interpretation.
