That seems like a reasonable standard, and entirely consistent with
current NRPM wording.

We have not yet used or allocated that space so we haven't needed to go back and don't expect that we'll be able to get more IPv4 addresses. We have done that in the past, but our current recommendation to ISPs is to be aggressive in conservation of their remaining IPv4 space and to be actively pursuing IPv6 transition strategies.

Ok, so sounds like ARIN has considered your use of the space justified
(as do I) under existing policy.

We really only started doing reallocation because service providers were changing their upstream ISP (because of price mainly) so often it was creating a burden on my network engineering and end user support staff doing the network renumbering. We ran into this problem because these ISPs were almost universally using IP space allocated by their upstream connection provider.

Do you anticipate that (the need for a stable LIR to avoid renumbering
when changing ISPs) will change under IPv6? Or do you expect to need
to provide the same service on IPv6 once your customers start using
it? I know IPv6 space is easier to get than IPv4, but I'm not sure if
all of your singly-homed customers would qualify for their own
allocations/assignments. And I know renumbering is easier in v6 than
in v4, but not sure if they'd consider it "easy enough"...

Thanks,
Scott
