Governing boards generally do develop their operating
rules, as well as operating by them.   We have
designated a committee of Board and AC members to
review the way policy is developed, specifically to 
provide perspective.

As Committee Chair, I did solicit input from the community 
at the most recent Public Policy Meeting:

I specifically asked that people pay attention to how policy
was formed at that meeting, and email me or any of the
committee members with comments.  As this committee
develops recommendations, I would expect them to enjoy
community scrutiny.

I am still eager to hear opinions, general or specific,
on ARIN's policy development process.  I have been taking
notes on possible areas for improvement since the committee
was impaneled.
