This is a good question.
Last year, ICANN and RIR staff worked together to identify address ranges that had been assigned to IANA but were not used. We identified several ranges and returned them to the free pool, so that the RIRs can assign or allocate them to networks that need those addresses.
So, as of now, the only unallocated IPv4 address space managed by us is in /8 blocks and can be allocated to an RIR.
