Incorrect; all of these IP address users may participate in the ARIN
policy development process, as it is open to all parties.  They may 
even join ARIN if so desired, but if they do not receive registry 
services from ARIN, then they are not considered General Members 
and therefore cannot vote in elections.

I have the statistics from the time of the membership change 
(Dec 2009) and can provide those numbers to help clarify:

   Approximately 3450 Members who were ISPs

   Approximately   20 Members who were End-Users (with an additional 
                      1440 End-User organizations with RSA who have 
                      had not opted for membership at that time)
  
There may be more End-User members now, and we'll work on getting 
more detailed membership statistics made available online.
