That's right.  Which is why it is CRITICAL that resource/reclamation
policy be put into the NRPM NOW, so that we are not arguing over it
in an atmosphere where ARIN is under pressure from people wanting
IPv4 resources and the discussion gets so emotional that we have orgs
feeling as though their only option is to ignore ARIN completely.

We aren't stupid people and we have the brains needed to imagine the
likely scenarios post-IPv4 runout and write policy in advance of those
scenarios to alleviate problems.  If we cannot do this we frankly don't
have any business writing policy for ARIN at all, and the entire policy
proposal process ought to be scrapped.
