[WES] Short term, I think that other than involving the PDP committee as
much as possible, PPML is the right place for this discussion to happen.
Given that several proposals are being considered for emergency action, I
think that this is as good as we're going to get in terms of evaluating them
as potential emergency action before the next meeting. I do expect that this
will eventually morph into a recommended change to the PDP to be discussed
at the next meeting, but the urgency is to get something out as soon as
possible both to generate discussion and gauge consensus. 

My hope was that this thread would lead to additional folks providing issues
to consider, potential tests, etc in order to give the AC and board ideas,
and then once they have had a chance to discuss, they come back to PPML with
some results that can be further refined and discussed.
