Why?
Nobody says that the consumer has to pay for Internet access over the
Internet connection if they don't want to. If someone wants to live
a 1940's style life, using the electric grid, then they have to have
an Internet connection for the Smart Grid, and for 911 service, but
nothing more.

We already have the technology capable of operating a limited use 
IP network connection like this so the barriers to doing this are
purely economic and policy issues.
