Sure. If we hand out PI /23 and /24 I agree that they should have to
give them back when they grow into the current policy. I hate, *hate*,
sites that get a /20 and then advertise it all as /24's for "traffic
engineering". If they don't want to renumber during growth then they
need to make a case for a /22 or use PA space until they can.
