[arin-ppml] Policy Proposal: IPv4 Example Shortages

This just sounds like 'in your face' muscle flexing to me. If we start
acting like a bully we will be regarded and treated as a bully.
I oppose this proposal. Artificial shortages and artificial price increases
are a bad idea all around. We need to act to strengthen our reputation for
veracity and fair dealing. This proposal would weaken that reputation.
