Hoarding, no. You are misusing the term for emotional purposes.

What you're proving, really, is that "needs-based" assignments don't work in this situation and you need an effective price system to make users pay the full cost of their exclusion of others. Because by definition you admit that Verizon meets the criteria established by the RIRs (i.e. it "needs" them for a quantifiable use). And yet they excluding more people than they have to because there is no additional cost for using more rather than less addresses.

If Verizon had to pay more for its consumption then it would probably adopt the RFC 1918 approach.
