Apparently I'm not communicating clearly. Let me try again, in case
David's clarifications didn't do the trick completely.
Not advancing the proposal (abandoning it) is definitely an option. If
that is what the community wants, as demonstrated via PPML and the
public policy meeting in San Antonio, then that's what I'll vote for at
the AC meeting afterward.
In many cases, I've observed that there is a significant difference
between the opinions people choose to express on PPML, and those that
the broader community expresses at the public policy meeting.
Therefore, I am reluctant to abandon a policy proposal like this without
first discussing it at the meeting, unless we see an overwhelmingly
negative reaction on PPML, coupled with a complete lack of support. I
don't think we saw that in this case.
Perhaps it would also help to express my own opinion on this draft
policy as well:
I believe that there is a need for some sort of policy for what the IANA
should do after it has allocated all unallocated IPv4 /8s. 2009-3 is
one such option, but I believe that the original proposed text would be
problematic, because the mandatory return of reclaimed space removes
most of the incentive for RIRs to reclaim space. As a possible
alternative, I think that making the return of reclaimed space optional
would eliminate that concern, but it might also make the proposal
completely irrelevant. So as a compromise position, it might make sense
to make return of legacy space (allocated prior to RIR creation)
mandatory, while leaving return of non-legacy space mandatory.
Even after making such changes, I'm not sure whether I support 2009-3.
However, I think it's a good starting point for the discussion of how to
reallocate space between RIRs after IANA exhaustion. (One other
alternative might be some sort of inter-RIR transfer policy.)
