More than a year ago, once it was apparent that reclamation lacked
material support in the community, the ARIN Board asked the AC to
consider transfer policies that would encourage the reuse of address
space that would otherwise lay fallow.  This is because of ARIN's
mission to encourage efficient utilization of these scarce resources.
Providing some form of direction on how this would occur based on the
community's input and doing so well before we approach depletion has
been a top priority for the organization, as clarity is necessary in
order for any approach to be effective in encouraging reutilization.

The AC deliberations on this matter went on for some time, and while
they finally resulted in a transfer policy, it was not clear that
reutilization would occur as a result nor that it was reasonable for
the ARIN Board to send it back to the AC for further deliberations
on the sunset provision given the lengthy history that the transfer
policy experienced therein.

Did the Board act in a timely manner?  In my personal opinion,
the Board has been quite timely and also patient with the AC's
deliberations.  It is true that 2009-1 effectively calls the
Sunset provision into question, and one hopes that will result
in dialogue about why such a provision so important so that the
Board, per the emergency policy process, can weigh that and the
AC recommendations in its decision.
