This is also true *without* a p2p transfer policy. Large ISPs will 
acquire small ISPs and other corporate entities or their spun-off 
subsidiaries in order to use the exsting transfer policies to achieve 
exactly the same, only the lawyers get slightly more rich due to the 
added complexity.
