ARIN will develop and operate a listing service to provide a Centralized
location to post information about IPv4 blocks available from Authorized
resource holders and IPv4 blocks needed by potential transfer

I oppose ARIN or public listing service services for number resources. 
Policy section 8.1. Principles
[https://www.arin.net/policy/nrpm.html#eight1] is clear that assignments
is based on need.  "... It should be understood that number resources
are not 'sold' under ARIN administration. Rather, number resources are
assigned to an organization for its exclusive use for the purpose stated
in the request, provided the terms of the Registration Services
Agreement continue to be met and the stated purpose for the number
resources remains the same... Number resources are issued, based on
justified need, to organizations, not to individuals representing those
organizations."

Rational for opposition:
1. The listing service "like Craig's list" implies something is
available or "for sale".  Not the case with number resources.
2. The allocation decision is ARIN's responsibility based on need of the
requesting organization
3. Additional administrative burden for maintaining / policing the
listings.  For example, software development maintenance /security and
verification of whom within an organization is authorized to post
available resources.
4. Policy section 8.3 is adequate for special transfer requests and does
not require any additional administrative overhead.

Suggested alternative (if there is really value in a listing)
a. ARIN could clearly list/display the individual blocks in ARIN's
available pool using simple CIDR notation.  
b. Reclaimed resources would be added to the list.  Assigned resources
would be removed.
c. Simple maintenance based on existing ARIN records
