[arin-ppml] Policy Proposal: Transfer listing service

We (my org) oppose this.

I would strongly encourage the proposal author to register the
domain name
"scotts-ipv4-list.org and setup a wiki on it, or maybe beg
craigslist.org for a copy of their software.  If he can get
this online now, and make it free, word-of-mouth should publicize
it and make it the de-facto "free IPv4 block listing service"

I strongly feel that such a free, voluntary, listing service
SHOULD exist for ipv4.  However, the Internet has a long history of
individuals seeing a need then filling a need, and this need
is EXACTLY the kind of thing that can be easily filled by
someone operating a server out of their garage.

As long as there's no erotic section on it, it should
be able to avoid the problems craigslist has run into. ;-)

 From a policy perspective, if ARIN is to get involved in
transfers they need to get fully involved, which means for
starters creating policy that prohibits 3rd party brokers and
speculators, then ARIN needs to setup a mechanism to fill that
role.  However, unless these transfers would be needed for the
good of the entire Internet, ARIN has no business spending
funding of ALL ARIN members, including those proceeding full
speed ahead on IPv6 deployments, to support a small minority
of ISP's who will be satisfied with IPv4 from a transfer market.
