I agree completely and I believe you are actually making my case.  In your
situation you are the aggregation point for your customers traffic.  You can
control that traffic and ameliorate traffic issues.  Because of that you
would in fact be the most appropriate PoC for that network.

I don't think it matters whether the end user is listed as Poc, it does
matter whether the NOC is listed as PoC.  If I need to contact a NOC I don't
care if I am talking to the proprietor, I do care if I am talking to someone
who can do something about a problem.
