As a point of information; the dates were lifted directly from the
RIPE proposal. I don't know if there is value in multiple RIR's
being substantially similar on this issue or not.
I would like more opinions on the topic. These two proposals were sent
off to generate this sort of discussion and get more feedback and it
seems to be working.
