I think the reason for the sunset is precisely that we have no idea what
will happen and some folks want to know that there will be an enforced audit
and examination in the future.  Having a sunset date will ensure that the
issue is reviewed when the sunset date approaches.  The lack of data is
actually a driver for this proposal.
