And it is good to remember that the transit providers 
have veto power over this policy. If ARIN starts handing
out /32s too liberally, then the transit providers will
find other means to decide who qualifies for global
routing and will employ blacklists to ignore the 
too-liberal allocations made by ARIN.

We do not operate in a vacuum, and need to BALANCE
the needs of transit operators with all the other 
needs in order to come up with a balanced policy.

This particular proposal needs a rewrite before it
can be taken seriously.
