[arin-ppml] 2008-6 What should the AC do

I have seen the discussion range through all 4 options and it is not
clear to me that there is any level of community consensus around
any one of these options.

Even though I did select abandon the proposal as the best option, I do want
to take a minute and offer personal thanks to everyone who worked on the
proposal for their efforts and time spent toward improving the community.  

While we may not agree on details or even strategy's, it is great to see so
many intelligent and thoughtful people participating.
