ARIN has a policy for micro-allocations to critical infrastructure:

Wouldn't it make more sense for critical infrastructure to get a
block under this policy and renumber into it, thus being free from
any concerns? This can in fact be done now, well in advance of an
upstream trying to sell a block.
It doesn't seem like good policy for a mostly free large block to
be kept from being used by a relatively small critical infrastructure
block.
