There are different forms of experimentation.  The experimentation you refer to is formal research with defined tests and fixed periods.

The experimentation being described in the discussion is not that. It is the ongoing tinkering and organic experimentation that occurs when you get enthusiasts together and they start to ask interesting questions. Community networks, in addition to the connectivity they provide for otherwise under-served groups of users, provide an environment where such experiments can occur and be nurtured by a unique collaborative process.
