[arin-ppml] IPv6 Backbone Anecdotes

We ordered an FE circuit from Verizon at One Wilshire, specified 
dual-stack v4/v6.  Order progressed normally, at the last minute they 
claim that they don't have any IPv6 capability at One Wilshire at all 
and will have to backhaul it from somewhere (unspecified).  This seems 
hard to believe.
