Under no circumstances should a "buyer" be able to look up an available
block and equate it to a "seller" .. this is nothing more than peer-to-peer
sales.
Leave it so that the "buyer" tenders and offer to ARIN and receives an offer
if and when a block becomes available.
Historical data should be available. If any future data is available it
should be sterilized and aggregated.
