I think that, regardless of the exact mechanism of transfers or bidding,
ARIN should operate a voluntary listing service, as is done in the real
estate industry. Sure, you can buy and sell property outside that
system if you have a good reason, but the vast majority of buyers and
sellers (at least in arms-length transactions) choose to use the listing
service because it will provide them the best price. And, after a bit
of data accumulates, we will _all_ have a much better idea of the fair
market value of various size blocks, and there will be even less
incentive to go outside the listing system.
