[arin-ppml] IPv6 Backbone Anecdotes

UUnet had no problem provisioning ours, once I found someone to prove to
them it existed. Now if they'd only fix the problem with the tunneling
on their junipers, I wouldn't have pMTU issues that make it nearly
unusable.
