That is incorrect.  I wasn't around at the time, but I know that the 
RFCs defining need-based allocation pre-dated the RIR system, and that a 
number of legacy holders received space on the basis of need.  It is 
also true, however, that prior to CIDR, the definition of need was much 
different, resulting in some legacy /16 and /8 holders receiving more 
address space than they would qualify for under today's rules.
