You mentioned that big blocks of idle address space should be reclaimed,
but what is it that you are asking ARIN to do specifically? Is this a
policy issue or should staff be directed to do something? Should they
scan address ranges and try to find large unused blocks and contact the
WHOIS POC for the block?
Also, should unused space in the ARIN region, especially unused legacy
space, be reclaimed and kept by ARIN or should it go back to IANA?
