-- How will investigators distinguish between abandoned and active but invisible address space?

ARIN staff has records that they can first refer to and any block with current and good contact info is never considered abondoned.  Two ARIN will publicly post all number resources on a public link off of the ARIN website.  Anyone can check this at anytime to see if one of their invisible blocks may mistakenly be under investigation.


-- A related question, how will the process avoid incentivizing finders to squat on abandoned space themselves rather than to report it to ARIN?

We can require that they demonstrate a period of squatting prior to the submission of this proposal.  However, there are plenty of incentives in this document to entice a person to report any number resources they have found that are not in use.


-- How will the cost of investigations, finder's fees, and the Lost Property Office be covered?

Cost would be covered just as all other policy is covered.  The staff will need to do an assessment on this policy for us to know what the cost might actually be to do this.


-- Presumably, over time the discovery process will get progressively slower. At what point will the process be deemed to be complete, and what happens to the policy mechanisms at that time?

We simply see it as a policy that isnt envoked if it isnt needed. We don't see this as a policy that would ever become truely obsolete due to the fact that companies will continue to go out of business and buy outs will occur without proper notification to ARIN being completed.
