A couple of questions:

-- Have you had a look at the ISI/Heideman survey?

-- How will investigators distinguish between abandoned and active but  
invisible address space?
-- A related question, how will the process avoid incentivizing  
finders to squat on abandoned space themselves rather than to report  
report it to ARIN?  
-- How will the cost of investigations, finder's fees, and the Lost  
Property Office be covered?
-- Presumably, over time the discovery process will get progressively  
slower. At what point will the process be deemed to be complete, and  
what happens to the policy mechanisms at that time?
