Owen, you are missing the point. All the items that
you critiqued are merely examples of the kind of thing
that could be suggested and argued at some future
point in time.

For now, in the current policy, I am only suggesting a bit
of restructuring so that the policy applies to a list of
defined regions, even if that list currently only has
one item in it. I am not suggesting any change to the
substance of the policy, just the structure.
