I disagree, I believe we can define region, I don't think we can define one 
that includes any part of the US or Canada at this time, that is where things 
get hard.

This is like saying that there should be one and only one global set of Zoning 
laws.  And, I don't believe in a one size fits all world.    

(And, anyone who says that by referring to Zoning laws, that I'm trying to say 
that IP addresses are property, POX on you.  I just could come up with a 
better analogy at this moment.)
