Given the discussion I might like to see Caribbean Region replaced
with the list of countries, since "Caribbean Region" isn't firmly
defined anywhere, but the list of countries is defined.  As long
as the list is the same as what we've already agreeed are the
Caribbean Region Countries I don't see that as a material change,
just making sure the defintion is clear in the final form.

It wouldn't change my opinion on the policy though.
