Yes, however at least one person raised the issue at the Nassau
meeting asking if they should be included, that is, rather than
Caribbean should the language be "ARIN Serivce Region not including
the US and Canada."

As worded, it is Caribbean specific, and I think staff's interpretation
matches the policy.
